The ability to augment development density (bonusing) is not a new technique in Canada, nor is the ability to create credit systems, nor efforts to cluster development. What sets Transfer of Development Credits programs apart is the certainty and longevity provided by perpetually restricting the development potential on the TDC Conservation Area parcels.
Because zoning systems are subject to continual change, and cannot bind future councils, they can create a fickle and shifting base on which to build a conservation program. TDC program designers must identify and structure development-restricting tools that can provide that certainty, and match it to the program goals.
